In favor of multiculturalism, western countries have minimized rape if the attacker is an African or Islamic "immigrant".
In Europe, it seems like the milquetoast response from the authorities is saying "he just wants to borrow your pussy or arse, for his needs, it's not a big deal." It's why, over the years, we hear about so many women getting punished for talking about how they were attacked. The big deal isn't the rape, it's the victim talking about it afterwards.
