"Fourth of July Quiet Week" (NASA Adm Bill Nelson)

In a letter dated 6/23/23, the NASA Administrator Bill Nelson writes:
Now, let's compare that with his letter on 6/1/23:
Let me translate:
Patriots and Independence Day: tone it down
Sodomites and sexual perverts: crank it up

In the coming weeks, we will gather with family, friends, and our community to celebrate the Fourth of July. America began as a daring idea. It’s a daring spirit that fuels NASA’s missions, making America a beacon of discovery and possibility. Without each of you, that wouldn’t be possible.
That is why I have encouraged officials in charge of Headquarters offices and center directors to implement a “quiet week” for civil servants for the week of Monday, July 3. During that week, I encourage supervisors to limit meetings, provided it does not interfere with organizational or operational priorities. As always, employees who choose to take leave during this week are required to seek supervisor approval.
Pam, Bob, and I appreciate your service that embodies the strength of America and keeps NASA heading onward and upward.
Now, let's compare that with his letter on 6/1/23:

Surprised Bill Nelson is still around. Was a Senator for years with his only campaign being "I was a NASA Astronaut".

We’ve gotten them a couple times over the last 3 or 4 years. Not for July 4th but for oh hey- we had our safest year - no meetings this week.

What? I read this as he's giving NASA employees a semi week off to enjoy Independence Day, which inconviently, is in the middle of the week?
