How do you spy on a campaign with this?

Suspicion of foreign interference or cooperation?

Make shite up then have the creator leak said shite to the media so it is self-corroborating.

They used Title I instead of Title VII which authorizes them to do complete surveillance of anyone that the suspect has or does associate with. Funny thing is the supposed threshold to use Title I is to have verified documentation that the suspect is an active spy for a foreign entity.

Hope they have someone who has ever spoken to a person outside of the United States. Just incase their is a chance they are a “foreign agent” you go Big Brother on anyone in the US they have associated with to make absolutely sure. I guess..
When your investigation turns up nothing, they are still tainted by having been investigated. Make sure you remind people of this 24/7 through your state run media

If there's evidence of an American citizen communicating with an agent of foreign power then a warrant can be approved to spy on the American.

What did they suspect was happening?

Government surveillance requiring a secret warrant that is unknown to those being surveilled is indeed “spying”
The SC is “investigating”

ETA for your ETA definition: We should do a denotation/connotation talk sometime.

This really glosses over things. If they were just “commincating” with Russians then Title VII would apply and not Title I.

Was there a crime they were expecting to find or did the suspect a foreign intelligence service was trying to spy on us?

Why be scared of the Russians when our government is creeping more and more towards totalitarianism every day?

Exactly. The same people screaming about the Russians are begging to do the things that make the Russians bad.

It’s quite literally spying as a part of an investigation.
You are attempting to justify the spying, it was still spying. Not sure how you are trying to argue that
