And if you go to the countries they are coming from, most of the people immigrating out are literally called “indios” because they are descended from the Mayan, Incan or Aztec societies. The term is somewhat derogatory and if not allowed I will edit.

According to some people, "persons" to be counted for the census includes all illegals. Yet, the numbers of persons can be reduced if male citizens over 21 are abridged. So, illegals can be counted but can never be used to reduce the count. Only citizens can be denied representation. Makes total sense.
Obviously, illegals were never meant to be counted. Saying they are "persons" for the purpose of the count is simple-minded. It does not take into consideration the full meaning of the law. This is why lawyers are scum. They care more about semantics than meaning, common sense, and justice.
It also appears that women and children should not be included in the census. That sounds good to me. A welfare queen with 5 kids shouldn't get more representation than a hard-working married couple with 1 kid.
