Seems like the Exxon CEO is looking after current shareholders......prudence is the proper approach.

Zero oil companies will invest in Venezuela without government guarantees. It would be the height of stupidity.
If Trump wants to get it done he will have to give US government guarantees in exchange for a cut of the revenues. But that means even less for Venezuela to use for rebuilding their infrastructure. That decreases stability and makes the deals even riskier.
