Here's an (not necessarily THE) answer: give every citizen an AI robot. Each person would then hire out their robots and receive the income from their work. To prevent AI bots from taking over, create an app, virus, whatever, that only the human could control which would serve the same purpose as addictive drugs in humans, i.e. providing extreme pleasure for them. This would give humans complete control of the bots since they would do anything to receive the pleasure provided by the addictive app.
