That chart comes from Militsa Mircheva, long-distance Olympic runner & national records holder at Florida State and Yolo Nikolov, professional athlete & trainer of Olympian runners.
They run a team that teaches long distance running athletes.
You’re mixing apples and oranges. The chart is a population-level performance guide, not a ranking of high school cross country recruits. No such chart exists, unfortunately.
Calling a 21-minute 5K ‘pretty bad’ for a 15-year-old ignores the fact that thousands of high school boys never even break 25 minutes.
Development isn’t linear, and dismissing someone at that stage says more about your lack of perspective than about their potential.
It's pathetic that he doesn't just train harder and smarter and see where it takes him. Hell, he isn't even hiding that he's still a boy, his name is Henry.

That chart is nowhere close to what kids are running 5k's today. My son ran 17:00 in 9th grade and while he qualified to run at state for his team he did not score any points (finished 7th with top 5 on team scoring). He was never what would be considered elite but was able to run in college. The elite girls runner the year before won with a sub 17 time as an 8th or 9th grader.

Who cares? This has been going on for long enough that the female participants and their parents should have taken a stand by now. They did not so they get what they deserve going forward.

If your son ran 17:00 as a freshman and still wasn’t scoring for his team, that’s not proof that 17:00 isn’t elite, it’s proof that he was on a stacked squad. Most freshmen nationwide would kill for a 17:00 5K.
According to MileSplit and Athletic.net data, the average boys’ 5K time in high school XC hovers around 20:00–21:00. A 17:00 as a freshman puts your son in the top 10–15% nationally.
