At this point they should be focusing the brunt of the money on testing; buying the kits, getting them out to medical facilities and having people available to do the tests.
Secondary should be funding for testing of possible vaccines.
Tertiary should be buying and dissemenating stockpiles of sanitizers and face masks for medical professionals.

Each American could take that $24 and buy red beans and rice and toilet paper for the quarantine.
