It is possible for different tariffs to be different things. OR EVEN for the same tariff to be for multiple reasons all at once.

You buy their goods, they use your dollar to buy goods they want/need(inventory, payroll, debt service, utility payment, etc). The dollar is the escrow. The issue comes into play when your dollar no longer buys them what they want (e.g. oil in geopolitics)
