Yes. A hard working individual that wants an excelling economy is a minority in Orleans parish

It is not just that, precincts have a purpose to where they have to start dividing neighborhoods and even old precincts for districts for Congress, State Rep. State Senate, PSC, BESE, now even judicial sub districts to ensure minority or even party representation.

Just look at the 2nd Congressional district, it snakes from New Orleans to Baron Rouge scooping up the entire minority population around the river.

Who would of though something like the Voters Rights act would create racism by creating racial precincts.
