Do the fraudsters pay "insurance" to someone who provides agitators to protect them?

People now know these agitators are bussed in from all over the country. In all other states where ICE is present and arresting far more illegals, there is no violence. Yet Minneapolis is reacting with insanity.
In Minnesota, this aggressive agitator response is obviously to protect the apparent fraud. My question is who or what company is paying to set these agitators up in this city? Why aren't these "paid" agitators simply not arrested and housed in a few makeshift Federal facilities set up in that area with the bare minimum living standard until trial?
