I don't think they have ever looked up the term government before in a dictionary. Because I'm pretty sure right there in the fine print it says that people are the ones that pay for local government, and its services
Or is there a place that I am unaware of, where drinking water and sanitation magically appear?

I would guess there are enough people down here for whom that doesn't apply to cause a problem, but it's about as self-inflicted as it gets.
