When they don't provide witness to the fact that you clearly diddle little boys, kittens, and maybe even puppies, I throw them in jail for stuff they may have done that is irrelevant to you diddling little boys, kittens, puppies, and maybe baby polar bears.
Is that "simply an investigation?"
