Did anyone notice Joe turning large groups of pages at once?

What was the point of the large binder of his speech on the podium in front of him? Multiple times I saw him grab a large number of pages to turn. He obviously wasn't reading from it. Isn't that the point of the 2 teleprompters?

And in one, brief camera shot you could see these LARGE, handwritten sentences… spaced out very far apart. You could almost read them.

That makes since if the teleprompters had some sort of indication of when to turn the page, but the way he was turning pages, there's no way he would be anywhere near the correct page at the time of an outage.
