It was their plan in February. The Supreme Court decision created rules and they declined to take steps to further their plan after being given the rules.
Raskin was primarily bitching about the Supreme Court not doing its job (because he knew they would rule against the pro-DEM, anti-Trump ballot measures being analyzed in the case). He was saying they would decline to do their job (which to him was disqualifying Trump) and it would be up to Congress, so they'd have to do something.
They....did not do something.
