The Supreme Court clearly laid out the rules.
The DEMs declined to do what was necessary. It's dead outside of the echo chamber (which still is circulating pre-decision clips to amplify this boogeyman).
The DEMs (actual ones in power) don't even really talk about it anymore (and are doing the opposite clearly projecting they will not attempt the rhetoric from February).
It may have been a plan for 9 years, but it doesn't appear to be one today.
