It's actually a spot on analogy. You know they arrest and prosecute people who committed crimes long ago?

There are a few Latino gangs MS-13 is one of the nationwide gangs that are ruthless. These guys make the rebels in Guatemala look like babies. They are so large and the chain so big you take down someone you think is a big player another one pops up. Low level guys look like your avg street gang banger. Your middle to higher end guys look like white or Latino business men that live in nice neighborhoods and have strong political connections to give them the ability to do what they want.
