Almost 30 years ago.
Maybe the shutdowns are intentional for political reasons?

Yep, it was the first time in 44 years the USA had a GOP House and Senate. It was also the first time in 44 years a budget was balanced.
Newt Gingrich and his bunch drug Bill "Slick Willie" Clinton into the room, kicking and screaming about not wanting to sign the bill.

My biggest thing is that WHY do they still get paid in a shutdown?
If they can’t do their job “effectively” and keep the Gov’t running, what world do winning where they get paid?
That’s the $1M question!
Any other job in this world where you don’t get your job done to this extreme, you’re not getting paid!!!
Need to add that to the rule book when they do term limits, one can dream…
