compare 300 billion Iran plan with Gaza Board of Peace 70 billion plan success

What is shown in the 14 point MOU with Iran looks remarkably similar to the Board of Peace project in Gaza for 70 billion reconstruction work from various supporters.
Gaza has made no progress and the Board of Peace bank account is busted because Hamas refuses to drop weapons and no cash provider will pay up until security is in place.
The 300 billion is not America funded, and countries in the Gulf region will be contributing only if Iran gets on board with peace and stability in the area. Iran understands the Gaza rebuild difficulty, and may be inclined to not mess up.
