I can definitely see how the language seems to fit nicely, but 18/1519 was nicknamed the "anti-shredding provision" and I believe was passed in 2002 in response to the Enron ordeal....i.e. a company who knew it was under investigation yet knowing destroyed evidence in that investigation of their own company. An act of obstruction of justice inasmuch as obstructing an investigation into oneself.
