One of my more popular items was 53 cents each (FOB) last summer. It has been hit with a 25% tariff, but low and behold, the factory dropped the price down to 43 cents each (FOB) for my December orders. The net result is that I am paying basically the same delivered cost for this item.
The Chinese government has told the factories to tighten their belts and do what they can to hold market share. So, yes, they are the ones actually paying for the tariffs.
