Roberts is compromised. “They” have leverage over him b/c he apparently broke a few laws during the adoption of his kids and if revealed there would be unending calls for his impeachment.

I wouldn't categorize him as much "deep state," more like "political establishment."
I think he wants to be the establishment darling and views himself as a vessel for their wishes, I don't see him involved much beyond that.
