there were 2 legal theories and corresponding issues on appeal. the jury did not award damages for the assault/battery claim and the excessive force claim. the jury did award damages for a negligence claim (negligent stop)
the factual issue, referenced in the meme, was that the jury responded to a jury interrogatory saying they didn't believe the officer. however, they still refused to award damages. the court overturned the verdict and remanded it back, which actually was good for the plaintiff. the plaintiff, who appealed this issue, gets another shot at an award on these claims
the legal issue was regarding the negligence claim. DC tort law is the basis of the claim and it requires a proximate cause between the negligence (the stop) and the damages (teh shooting). since there were intervening causes between these 2 things, as a matter of law, there couldn't be legal liability via negligence. so THAT was overturned, and since that was the only avenue for damages, "the verdict" was overturned
whether the cop lied or not was irrelevant to the reversal
