In a civilized society, it would be recognized that he cannot be fixed and thus should be liquidated to save society the decades long burden and expense of warehousing him until he dies of natural causes.

Dai-Quan needs community support. More programs. Youth intervention. It’s only the first quarter of his life, he can turn this around.
