Sure but it’d sink the domestic economy in the process, so here we are. As long as wealth want to live in ideal climate or cultural areas, working class people will cluster around those areas to service the wealthy. Some will end up on the wrong side of the line that separates those who can make it and those who cannot. The ones who cannot will start doing illegal activities and use violence to survive.
It’d probably be quicker to just make the wealthy spread out and live in Wyoming, Iowa, etc to lower the remora-based population density. But obviously we cannot demand anything of our lords and ladies such as that. Haha.
