Looks like what they did was take the increase in D from 2016 to 2018 (+5) and assumed the same increase from 2018 to 2020. Holding the R constant that gives you a 39D 38R or the D+1.

The other thing I don't get about polls....lets assume they go to a state that is 41D, 39R, 10I, so they poll it +2D.
How do they compensate for enthusiasm?? Because the D's don't look anywhere near the R's on that measure!

Public polls are meant to shape public opinion NOT reflect public opinions.
