Thats a stretch of a comparison, imo. If one is depressed they want it to be treated to stop it as opposed to the illness of "Transgendered". Those people not only want it to go to the next level, they want everyone around them to celebrate it and give them special rights.

No. It was debunked by common sense and historians. The sole claimant of that rumor was a bitter woman with a grudge against Hoover for actions against her husband.
Common sense points to the absurdity of it. Hoover was a master at blackmail. He used it to great effect. It just wouldn't make any sense that Hoover, knowing the effectiveness of blackmail, and having made many, many enemies would be so stupid as to place himself in such a dumb position, even as a gag.
