Science Experiment:
There's a flaw in their conclusions, possibly: It's a controlled environment. People would believe it was inherently safe. It's like playing video games. I wouldn't climb to the top of a tower and jump off just to see what would happen in real life, but I would in a video game because there are no consequences.

Simon Sinek has a lot to say about these experiments in one of his books. The results varied according to how much interaction the person had with the other person being shocked. If they could see and hear them being shocked, just see them or just hear them, or not see/hear them at all. A person's willingness to use higher voltage or for a longer period of time rose significantly the less they were aware of the other person being affected, even to the point of a high rate of willingness to use lethal amounts.
His point was the more you dehumanize a situation, the less you care about the effects on other people. You're right about the aspect of it seeming like a "no consequence" scenario for the test subjects that never encountered the other person. For the other groups, there was more resistance because there was more personal connection and apparent consequence.
IMO, the media and political stance of stoking racial divide, economic divide, labeling "extremists," "domestic terrorists," "bigots," etc, is all an effort to dehumanize conservatives. Dehumanize the right in the eyes of the left, and you eliminate any feelings of guilt or resistance to acting out.
