They are all morons. They had themselves convinced Trump was a Russian double agent, arch criminal/Kaiser Soze type figure. Their imaginations filling factual gaps with fantastical conspiracies to conjure crimes out of nothing.
But with Biden… a dead hooker in the trunk wouldn’t be enough. They can’t see the dementia or the corruption for the same reason they see felonies everywhere around Trump.

If there is a paper trail on the money going from Joe to the brother before this, is it still as big of a deal?

A ""loan"" with no terms is a gift.
It would need to be documented on a 709.
Willfully evading gift tax obligations or filing a false return at that level would qualify as tax evasion w/ fines up to $100,000 and 5 years in prison. We could probably start there. Of course we're assuming the transfer was ever made at all. That should be pretty easy for Potatobrain to document though.

Regarding "a paper trail":
Assuming Joe actually provided the $200K, there would be a bank record of the transfer, at the least.
As such the $200K would be either a gift or a loan.
Either way, there would need be a 2° tax record.
Where is it?
If Joe never provided the $200K in the first place, the ramifications are obvious.
