Of course not. It is just an idiomatic phrase used to indicate disdain, albeit an unnecessarily vulgar one.
Likewise, no one here was advocating sex with the cop's offspring. He was simply saying that the reaction of those kids to the dick costume was (in his opinion) less important than the larger First Amendment issues involved here.
