The problem is that the generation currently running Howard University has been telling the generation currently attending Howard University that they are the victims of everything their entire life.
Despite the fact that a Howard education -tuition, fees, books, room & board - runs $43,800 per year.

These white girls could not have been benign. There have been female suicide bombers and female aggressors in terrorist attacks. Their response was hyper aggressive and they were disinterested in engaging in real conversation.
At the very least, there should be a policy on campus that visitors must be escorted by a tour guide.
