If you read the article it states the goal is to phase out income tax for everyone over time if it can be proven as sustainable. Those numbers are just the beginning threshold

When they get to zero for everybody it will have a big impact.
The people that it eliminates taxes for initially aren't paying much now.

Louisiana has the 2nd highest combined state and local sales taxes in the nation, and has a state income tax, but we want to poke holes in a Mississippi plan that will phase out their income tax?

Tennessee has crazy low property tax, sales tax is at 9.9% and no state income tax while running a budget surplus most years. Tourism is the big revenue generator here. East Tn has the mountains, national forest, Gatlinburg/Pigeon Forge, and West Tennessee has Nashville and Memphis. We just started sports book gambling online and in person so that will generate more revenue. It’s quickly becoming a go to state for manufacturing and especially firearms manufacturing (big pro 2A state, like our official state firearm is a Barrett 50 BMG).
