Essentially, yes. Harris wouldn't be entitled to them and that person's vote has been cast. They'd just lose the votes. Which means this won't happen. They're trying to make all their hay on early day mail-in voting. Having Biden drop out would be literally shooting themselves in the foot.

Biden is the moderate face on the front of the Marxist/Progressive Trojan Horse.
Kamala couldn't even last long enough to get to the first primary or caucus. Biden dropping out will be a win for Trump.
They need to keep Hunter stuff hidden for a couple more weeks, get shielding from the MSM and Techs and this might be the opportunity to create some major drama with Barrett.
I think this will disappear thanks to the media. Let it make a run for a couple days then drop it and find something else.

It is too late for anyone else to qualify as a Presidential Candidate in all 50 states, by law.

It's too late to change ballots. Remember, you're not voting for a candidate. You are voting for electors who are loyal to that candidate. So, if he were to step down the electors vote for who they want to vote. The DNC could pull a name out of thin air and that person becomes President if enough electors vote for that person.

Biden will not drop out. The media will go into overdrive to discredit the story. No Democrat voters will switch to Trump. This is a distraction from the campaign. Trump should continue to hammer on what his plans are for the second term and not on this. If he diverts it may cost him the election.

Biden will not drop out. Why would he? First off, the people that vote for him never cared about his corruption to begin with. Second, he was never going to win outright anyway. It was always going to have to be stolen. Anything dirty coming out against Biden means nothing to his brainwashed, filthy constituents.
