The amendments were not written in order of importance. The Bill of Rights was proposed with 12 amendments, the first two were never ratified. They were not the most important, obviously. The First Amendment was the first to be ratified, that's why it's the First Amendment.

I’m reminded of Justice Jackson’s famous concurrence in Youngstown Sheet and Steel where he wrote that the president’s authority is at its lowest ebb when he purports to exercise power expressly reserved to the congress. That concurrence is almost poetic in its beauty. It should be required reading in school.
