They're using the National Defense stockpile in order to continue stockpiling "strategic and critical materials" (ammo I'm guessing) for national defense.

Which nation do they think they are they defending, though?

Seems to me this specifically gives the ability to release munitions from the government stockpile. The authority is given to the person, (in this case persons), below the office of president. And that authority is granted a few month before Russia attacked.

Sounds like originally they were worried about trying to quell MAGA-king insurrectionists. So they were arming up so no one would stop them from continuing to stock up even more.

Or, the Russia-Ukraine invasion was known about in advance. They can now use this EO to funnel arms and munitions without Congressional oversight (of which only a few would object).
