You have to look at who he ran against. He has never had a serious primary opponent and in the General Election a RINO is preferable to a Socialist. Plus Mitch has had his moments securing Supreme Court appointments approval against great left wing/media condemnation. I could ask how Edwards is elected in LA, Manchin in WV and our own boy governor. You still have to run a good candidate.

Reconciliation only applies for a budget related bill. That bill would need 60 votes to pass. We know you have no understanding of civics.
