Well, I don't know of a single group outside of the actual government (currently run by Republicans) that can "cause" a recession, and most of the time those are part of the normal ebb and flow of economics.
That said, you're probably right in that fickle voters will vote based on the economy if it is either really strong or really weak on election day. A stable economy is when the other issues seem to matter, but otherwise it is the single biggest potential turning point.
