The most expensive dining room set from a quick Google shopping search in DC is $21,344. There were 96 results for sets over $5,000 and only 15 were over $10,000. And there are 47 sets from $4000 to $4999 plus another 107 from $3000 to 3999.

So if he can’t manage to keep it anywhere $5000, and overspends by 630% then we can't expect him to manage to efficiently spend billions of dollars.

Its not appropriate.
