Sure, when you allow people to live and shite on the streets, to steal without consequence, and to do drugs and walk around like a zombie in public, then yes, you get a zombie landscape.
You know it's possible to have drugs be legal and still have decorum in public spaces, right? Why didn't you see alcoholics all over the place for decades? Because cities didn't let them squat anywhere they wanted.
You're seeing the zombie landscape because cities refuse to enforce public decency laws, not because drugs are legal. Sex is legal, but you don't see people fricking in the streets everywhere. Why? Because most cities understand that while something is legal, allowing it in public is not the same.
