Uh no.
Why do you want to import an underclass to do menial labor?
We have plenty of Americans that could do construction (which is not menial labor), they will need training and legal, competitive wages.
We have plenty of Americans who are doing NOTHING that could be doing that other "menial labor" you mention, but instead we've given them a government hammock that enables them to think they are too good for that labor and they would prefer to instead sit home and do nothing while on the dole.
Make Laziness Shameful Again.

I hate that their parents made criminal decisions that put their children in that position. In no way does that mean their parents should get to continue their crime spree.

Well, good deal, sounds like you accurately answered your own question.
The question now is, what do we do in the meantime while waiting for Johnny Jr. to get off his phone and learn how to use some tools and go to work? That may never happen, who knows.
