Because it's not legal to cover your tag. And when doing so, it's obvious intent and not a theory.

Yep. If the observers know anyone at the local PD, they should have them sit in an unmarked car and have them remove the cover and ticket them.

Not a bad idea but once again you and I will be picking up the tab to pay for this. My town can barely support my services (Registrar of Voters) let alone a security detail to watch over the ballot box.
