Chain of custody is an obvious issue, but a question - is this discrepancy explained away the same way the discrepancy you posted about yesterday is? In any case, 35K difference seems big for tabulator insertion error on ballots what should have been printed the right size - assuming these are the ballots dropped off at voting centers and not ballots printed/tabulated at the centers.
