Yes and No.

The original intention of the EC was to ensure that elections were not always decided by the most populous states. It's safe to say that the EC was designed to ultimately benefit smaller states.

However, even smaller states could cheat the system. The most notable example of this is the 3/5 compromise. States with large slave populations wanted this because the actual free population would have very low representation in Congress despite the wealth generated. It was a way to reap the benefits off the enslaved population without that pesky emancipation thing.

Humans are a hypocritical lot, we are entitled to the benefits of our ancestors but not the sins or grievances that those ancestors caused.

But why do those countries have a better rate of compatibility with the popular vote than the US.

The US has had 5 presidents elected with lower popular vote total. 4 of them Republicans and 1 was a Democratic Republican from the early political parties.
