This would require a nearly air tight conspiracy of individuals to cover up the individual performing the task, evacuate them, and provide an alibi. It would have to be planned out in advance to be executed properly. Otherwise it would just be more "those poor peaceful protestors" and "terrorists" being executed on tv by the police.
