He can block the the executive branch from keeping foreign student from enrolling anywhere, Harvard included.

However the judicial branch can't compel the executive branch to issue student visas.

So Harvard, enroll all you want. It's going to have to be all online for enrolled students that do not qualify for student visas because they ain't getting into the country.

I guess they'll have to do distance learning from their home country. Enrolled is one thing, getting into the country is a whole other thing.
