Cost.

If it costs more to test everyone than it saves by those that are removed from the system, is it worth it?

I'm not saying yes or no, but from a purely fiscal approach, it's not nearly as cut-and-dry.

It's an example of ppl taking advantage of the system. You think it's a bad example because maybe you think it's ok for ppl to take advantage of one and not the other.
