They certainly can, but if we were not funding their military and bribing their neighbors it would force them to be much more cautious with their foreign affairs. They operate currently under the premise we will back up anything they do.

I’d love for them to be responsible for their own actions and I think they would adopt admirable policies quickly in that position.
