According to NYT Trump to address the nation tomorrow

I’d go scorched earth
1. Fund the wall
2. DACA’s whom work, pay taxes, never received government assistance, and have a college education get citizenship.
3. Anybody not meeting the above terms goes home
4. Anybody wanting asylum must request it at the embassy office closest to their place of residency.
5. Anybody who enters the country illegally will be considered an enemy combatant and treated as such.
Government stays closed until it’s approved.

I don't understand why the Dems won't trade a DACA deal fro a border wall?
Or rather, I understand why but I don't see they wouldn't get this out of Trump since he was willing to do it before.

At this point it's not about their thirst for new voters. They cannot allow Trump a win here on the wall by any means he could claim in 2020. They know this is the key to him winning/losing 2020

I’ve heard this before - is it DOD?
If so, the only real question is can he legally use it for a border wall. That would be the National Emergency yes?

Smith said, “Well, unfortunately, the short answer is yes. There is a provision in the law that says the president can declare an emergency. It’s been done a number of times, but primarily it’s been done to build facilities in Afghanistan and Iraq. In this case, I think the president would be wide open to a court challenge saying, where is the emergency? You have to establish that in order to do this. This is the part I’m talking about. When the caravan was forming and heading north, absolutely. Maybe it was a missed opportunity.
I think it’s a little more difficult now. But there should be enough data. Drugs. Trafficking. Crimes. Etc.
