exactly right,,,, best friend is ex SS, was in charge of securing the grounds for Clintons Inaguration, said all troops are summoned by Secret Service, and the troops the motorcade passed are instructed not to look at the motorcade, but to be looking where assaults may potentially come from,,,,,and it could also be a show of disrespect

Looks to me like you had groups closer to the vehicles facing the vehicles and the bulk of the troops with their backs turned were on the outer edge facing a parking lot, a large tall building, etc and was positioned like that for a while. Even though it seemed calm you never know when some sort of threat could arrive from the building or parking lot with all the cars.
