Trump has been consistent. He puts a high tariff and then retracts it when the other party starts to negotiate. If he doesn't feel they are negotiating in good faith, he adds it back. When real negotiations begin again, they are suspended.
It sucks for businesses right now, but Trump is using tariffs as leverage to get better trade deals and improve the country economically. The alternative is to continue the downhill slide with the status quo.
If people want to be pissed at someone, they should be pissed at the corrupt politicians who turned us into the world's piggy bank, not the guy trying to fix it.
